I had the opportunity to see a beginner shoot IPSC today. The stage requires a minimum of 14 rounds, so he had two magazines full (2 mags X 15 rounds. He was using a Glock 19.). First thing that was obvious, poor trigger control. He practically emptied two magazines trying to hit a steel popper but no luck. He must have felt pressured because the more advanced shooters set times between 16 to 25 seconds for that stage. Needless to say, he finished all his ammo before the rest of us had gone halfway through ours.
In such cases, I would recommend beginners to shoot static paper targets to learn sighting and trigger control. At least you can see where the shots ended up and learn from your mistakes. You can shoot 10 rounds in 3 seconds but if you miss every shot, it ain't worth the time and money spent.
